So was this the 'Green Budget' or the Budget of 'resilience' – Alistair Darling's version of 'prudence'? No doubt the media will be the judge. What it certainly wasn't was a Budget of headline tax changes – that was last year, both in the Budget and the Pre-Budget report.

As a result, much of the detail announced today merely tells us what we already knew. As ever, there are some important changes tucked away in the detail.
